Voters faced two proposals on the ballot. One would build a new football stadium. Another would build new prisons. There is only enough money available to do one.

No they are not since we already have too many prisons and football stadiums. The affected are the ones who could have actually benefited from the funds wasted on another prison system or football stadium.
