Criminal Behavior

Why are the fines the courts assess for criminal behavior generally paid to the government and not to the victim of the crime?

The fine is usually paid to the government because criminal behavior is handled in criminal courts, which are practice after a figure in power charges one for their behavior, rather than an individual charges another individual for civil charges, in which case, the find would be given to the actual victim.

  3. IT would be given to the government because it was taken to criminal court, and the money could help them to learn more about those situations and how to handle them next time,
