You are a citizen of the United States in 1791. In your mind, which is the most important government to you--the federal government or your state's government? Why? Which one is making the laws that have the greatest effect on you?
The state government is making the laws that have the greatest effect on me, because the state laws are going to be more regulated to where i live, compared to someone who lives in another state.
The states governments because that is most important to me because of where I live. Not every state needs to have same laws because every state is different.
A stronger National Government seems to be a rational answer. It's more beneficial to have a strong Federal Government so foreign trades and commissions may be executed with ease. Also, the rest of the country would all benefit at once from a good Federal government, rather than every state for itself.
In my opinion the state governments rules and regulations would have the greatest impact on me there for is the most important.
